California legislative reporting

Your update is ready
before they ask.

Real Time Gov (RTG) is the California bill tracking and reporting software for advocacy teams: every bill and version, client-ready reports, and floor vote alerts within minutes. This page is about the reporting half.

Updated October 14, 2026.

What a legislative report has to do.

A legislative report tells someone who was not in the room what happened to the bills they care about, and what you are doing about it. The reader is a client, a board, your members or an executive. They want the same few things every time: which bills moved, where each one stands, your position, what comes next, and anything they need to decide.

The work is rarely the writing. It is gathering the status, votes and hearing dates from the record and putting them in a shape someone else can read. That is the part software should do.

What RTG reports.

Reports in RTG are built from what your team already keeps there: the bills you track, your positions and priorities, your notes, and the votes and hearings that come from the record. Nothing is retyped.

  • Five layouts to start from. Client Weekly, Board Pack, Internal Status, Tabular, or Custom. Pick one, then choose which bills, fields and sections appear, with a live preview as you go.
  • Word, PDF, Excel or CSV. Download it, print it, or email it from RTG.
  • On a schedule. Set delivery once, every Monday morning for example, and the report goes out with whatever moved since the last one.
  • A public report portal. Give a report its own link, or embed it on your website. It updates as the bills move, and readers need no account.

A board report takes about ten minutes, not an afternoon.

Who sees it.

Clients, boards and executives: the Gallery Seat

A Gallery Seat is a read-only seat for the people around the work. They see the bills assigned to them, reports, votecards and every notification, and they can run and print reports. They cannot change the shared record. It is $19 a month, and annual plans with 3 or more full seats include one Gallery Seat per full seat.

Members and the public: the report portal

Associations publish their bill list and positions for members on a portal page, or embedded on their own site. It is free with RTG and stays current without anyone re-sending it.

Your own team

Internal Status puts every bill, owner and next step on one page for the Monday meeting. Assignments and position letters marked needed or submitted by committee show who has what.

At the end of session.

Three reports exist for the moment a session closes and someone asks how it went.

  • Session Wrap Report. How your positions landed: what passed, what was signed, what was vetoed and what stalled, ready to print for a board.
  • Scorecards. The legislative report card. Pick the bills that matter, weight them by your position, and grade every Assembly and Senate member on the record. Exports to CSV.
  • Votecards. The whip count for one vote, member by member, shared across your team or your coalition.

Questions teams ask.

How do I send California bill reports to clients?

In Real Time Gov, build a report from the bills you track, pick a layout such as Client Weekly, and send it as Word or PDF, by email now or on a schedule. A client can also follow along through a public report portal or a read-only Gallery Seat.

Can my board see our bills without a full seat?

Yes. A Gallery Seat is a read-only seat for clients, boards and executives at $19 a month. They see the bills assigned to them, reports, votecards and every notification, and they cannot change the shared record. Annual plans with 3 or more full seats include one Gallery Seat per full seat.

Can legislative reports go out automatically?

Yes. Set a report's delivery once, for example every Monday morning, and it goes out on that schedule with whatever moved since the last one.

Can we publish our bill positions on our website?

Yes. A public report portal gives a report its own link and can be embedded on your website. It updates as the bills move, and readers do not need an account.

Does reporting cost extra?

No. Every full seat gets every capability, reports included, at $100 a month or $85 billed annually. Bills are never metered. See pricing.
